Approval
The approval workflow and the history.
A plan goes from Draft to Waiting for approval. An approver can approve it, or return it with a note. A returned plan can be changed and sent again.
An approved plan is locked. Reopen as draft makes it editable again. Every change is kept in the history, and the automatic note records the open warnings and who accepted them.
